
【内容提要】
Since the first meeting of the foreign ministers from BRIC nations on the sidelines of the 2006 United Nations General Assembly, the group has advanced and deepened its cooperation on matters ranging from the reform of institutions of global governance to domestic health and education. While cooperation has grown and continued, however, the group continues to be valued for different reasons by each of its members. Each member supports the goal of revising the current international system to make it more representative, and each hopes to gain economically from participation in the group, but the weight countries place on these objectives varies.
A comparison of the goals that Russia and China hold for the group bears out this point. Both Russia and China value the BRICS group for its use as a symbol of coming changes in world order. Whereas Russia’s main interest in the group lies in its capacity to challenge broad political norms, though, China places more emphasis on the group as vehicle for effecting specific changes in global economic governance and its use in countering the dominant neoliberal narrative of development.
